Introduction Eng. Mukwaso is a Professional Mechanical Engineer registered with the Engineering Council of Namibia. He holds a Bachelor of Engineering degree in Mechanical and Manufacturing Engineering from Russia, a Postgraduate Diploma (PGD) in Business Administration from the University of Namibia (UNAM) and various certifications in Project Management. He is currently studying towards an MBA in Management Strategy at UNAM. He has more than 10 years of work experience in the planning, design, manufacturing and testing of machine elements and complexes, as well as the design, installation and supervision of mechanical engineering services and systems for the building and construction industry. His experience began in machine building and design, manufacturing planning and assembly engineering at Rostelmash Manufacturing Company in Russia and Windhoeker Maschinenfabrik (WMF) in Namibia, and later in consulting practice at Bona Consulting Engineers and Project Management in the Ministry of Works and Transport before his appointment in 2019 as the Registrar of the Engineering Council of Namibia. He has had responsibilities at various levels of responsibility in both the private and public sectors, including academic advisory responsibilities at private and public institutions, strategic planning and strategy implementation for the engineering fraternity, as well as serving on Committees at the World Federation of Engineering Organizations (WFEO). In 2017, he was appointed Chairperson of the Department of Works’ Committee for the repeal and replacement of the Engineering Profession Act of 1986, during which time he led and coordinated the process that put the current Bill together. He is the founder and president of the Namibian Society of Engineers (NASE) and, in 2018, organized the first Namibia Engineering Week, which carried on as an annual event, under the patronage of the Founding President of Namibia, Dr. Sam Nujoma. |

Work at ECN The Registrar is the chief executive administrator of ECN, responsible for laying out and implementing ECN’s strategy, operations and functional systems. He is further responsible for enforcing the Engineering Profession Act and Council resolutions, as well as ensuring the effective realization of the vision, mission and mandate of ECN. During Eng.
